Collin County 2002-2012

Master IT Architect

Supervised all IT related purchases (hardware and software) and architected and designed all aspects of the IT infrastructure for the entire organization. This includes 42 departments at 16 locations for Collin County Government.

• Primary point of contact for vendors and served as liaison between vendors and departments for all IT related support services, planning and purchases.
• Managed multi-million-dollar IT budgets and developed strategies for future growth.

• Project Manager for the 2010 Data Center Virtualization Project which won IBM’s Beacon Award for Overall Technical Vitality /Technical Excellence as the best IT design and implementation in the world. The solution was strategic in design and is still considered a leading-edge solution in 2018 even though planned in 2009 and implemented in 2010. It was first in world to use the 10 GB network after it was IEEE certified.

• Defined all projects for IT enabling more cost-efficient operations, seamless integration with other departments, and insuring all departments’ purchases were in accordance with a master planned strategic direction created for the county as a whole.
• Identified and submitted budget requirements for IT operations of all 42 departments in alignment with master plan.
• Reduced unit cost per desktop computer from $2,850 per unit to $450 per unit while improving performance by 700%. (1700 units – a savings of $4 Million over 4 years)
• Identified gaps in existing technology (hardware and software) and brought all departments up to a unified standard; as well as improving departmental efficiencies and processes through usage of appropriate technology and services.
• Created RFPs and managed vendor selection and hiring, as well as termination of vendor relationships.
• Enhanced relations with Departments in Collin County and elicited positive relations between IT and the Departments.
• Coordinated application interfaces with hosting, support, testing and upgrade implementations in a virtualized staged environment.
• Implemented a paperless process for the county Commissioners Court agenda creation. This changed the daily process for 42 distinct departments from using paper forms to electronic submissions. It converted 42 million records from paper to digital with meta data and implemented a coordinated training schedule to accomplish this in a matter of less than one month.

§ Agenda packets were approximately 3,000 pages per commissioner which required each commissioner to transport packets utilizing a dolly. This was done every two weeks for five people. Changes to agenda occurred daily, which meant a complete reprint of the packets. Not only was the cost saving enormous, but the efficiency and errors went to nearly zero.

§ This project was accomplished by gaining 100% of the departments, each with unique goals, to buy into the overall solution, train their staff on new technologies and processes, and implement simultaneously at every location in Collin County.

• Supervised and coordinated deliverables from vendors for each department at all locations.
• Managed direct report employees as well as a cross section of employees in a matrix management, who answered directly to other Managers in IT and worked in different physical locations. This team known as the Enterprise Architect Specialists (EAS Team) were tops in their IT fields which included network, server, data base, programming, and service desk specialists. I managed and coordinated all team projects working with them and their managers to insure we all stayed within the overall strategic direction of the county. I have a strong background in each area myself and would help them resolve any issues that might come up in any specific area in order to maintain the overall direction and timeframes.
• Implemented change control and staged testing environments which reducing the issues related to implementation of upgrades to zero. This was accomplished by using virtualized servers with staged changes and regularly scheduled testing by end users prior to implementation into production environment.
• This process not only helped individuals train on new software changes but often caught bugs in vendor applications that were fixed prior to being put into production. This meant all technical issues were resolved long before production, and upgrades always were smooth and safely implemented.
• Designed and implemented the project plan to move the datacenter from downtown McKinney to the new courthouse location without the users at 16 locations in 42 departments even aware the equipment was moved.
• We strategically moved systems over a period of a week without losing a single ping to the end user applications. To them each of these days was just a normal day as we completely shut down one location and moved to another. This included 179 physical servers and corresponding databases.
• Managed vendors and consultants on all IT related projects for Collin County as well as screening them based on required expertise.
• Lead the EAS Team in strategic design for the county as well as directing the plan for implementation. This included training and support for all 42 departments at 16 locations.
